Since my last Windows upgrade, I have colored dots attached to my icons, can anyone explain what they mean?

it's seem you monitor resolution or color is to low.

try this:
- on desktop, right click select "properties"
- select "setting", try to set "color quality" to high (32 bit) and "screen resolution" to 1024x768
