My son was the same way and I thought he would never wean from the bottle. He would just throw and not even look at a sippy cup, but I just gave it time even though I got lots of pressure to wean him from his doctor and my mother-in law. First night are always the hardest, but I kept trying, and one night he stayed up past his bed time and feel asleep by being sleepy not by a bottle and that was the break for me in weaning him, after that he learned to fall asleep on his own or by me telling him a story until he fell asleep.

Honestly, just stop giving him the bottle. Offer the cup and keep cuddling, read a storie, etc. It will be hard for a few days but he will get used to the new routine. It is very bad for his mouth and teeth to keep useing bottles/pacifiers past the age of 1. It can cause the teeth to become misaligned. Letting him drink milk before bed can cause his teeth to have problems as well, such as cavities, rotting, etc.

The longer he uses the bottle, the harder it will be to get it away from him. If you offer him a cup of milk and keep the same routine with cuddling him, he may be more likely to accept the cup. If you tell him it is the cup or nothing, he will eventually get thirsty and take the cup. I know its hard, makes you feel mean, but you have to be firm and put your foot down. Good luck!

my daughter had a bottle of milk at night till 3 years old and once we finally took it off her she would not drink milk at all till about 5 years old. She wouldn't drink it plain, flavoured, in a cup etc...She would however eat it wuth cereal and she loves cheese and yoghurt so we made sure she had a serve of milk in cereal, a tub of yoghurt and some cheese everyday so that she still got the calcium she needed. you can also give your child calcium supplements in a multi vitamin.
I would stop using the bottle and persist with the cup, try putting some chocolate or strawberry flavour in it. If he won't drink it, give him all the stuff I said above.
best of luck

Just persevere. Knock the morning one on the head first. Make him go and brush his teeth after the bedtime one (else his teeth'll rot!). Can't he have a story with his cuddle instead of a bottle? Mine did.
