(The context is: I apply for visa in Malaysian Embassy in my country this morning. But my application papers are not complete. The officers at the embassy ordered me give him my visa reference number that I can ask from the organizing committee in Malaysia, but he said I can leave my application there, so I will just have to complete the papers later with reference number).

Here is the sentence that I'm asking about:

writing (although I agree that 'including' is probably the best word, but others already said that).

If you use a different word you many need to change the way you write the sentence slightly. You could use the word 'in' instead of the word 'to'.
