Dude, it's the quality of the teachers teaching English.
If you accept the premise that no one is really that stupid and accept that all students are equal when starting to learn English, then the blame falls on the teachers.
It can be because of two things:
1. English teachers really don't know what they are talking about OR
2. English teachers do know a lot about English but do not know squat about TEACHING it.

There are so many reasons why proficiency in English of the Filipinos are diminishing,
a) changes of medium of instruction from English to Pilipino language
b) use of taglish ( combinations of Tagalog-English ) words
c) the lack of experience in English language of some teachers. teaching English subjects.
d)lack of interest in English language on the part of some students
e) Regional or local languages that everyone speaks has affected the correct pronunciation of the words whereby mispronounce words results to mis spelled words.

i would say THE QUALITY of teachers not that im disrespecting them its just the truth. and the medium of instructions in school.. teachers opted to speak their own dialect than the english language coz it will be easier for them and their students to undestand their discussions. I dont think that the english proficiency of the filipinos is diminishing.. maybe in a remote area or somewhere in the province you could really say that it has diminished..

stop watching stupid filipino shows and you will adjust to english easily.
Even when I was a kid, I was not a fan of corny, low budget, over acted filipino shows.
So yeah, stop watching those piece of crap tv shows.
Watch some Stargate SG1 Atlantis HEROES Kyle XY or something. Just stop watching those piece of crap "pangako Sa yo" shows. and those idiotic game shows.
