It depends on who is doing the tickling and who is getting aroused.
In a romantic relationship, tickling can cause sexual arousal for both parties.
When it is innocent tickling between friends, one or both of them may or may not become aroused but, in general, neither one will admit to it.
Playful, respectful, consensual tickling can cause arousal for one or both parties.

It could. But if it is kept up too long or you keep going even though she is pleading to stop- it won't. You should be a little careful because tickling actually works on the same sensors as pain. Too much of it and the fun little foreplay game can turn on you

Not anymore than a gentle kiss. Many guys don't know how to tickle. My honey tries all the time but fails because I'm not ticklish.

It's never happened to me...but not everyone is the same. most guys tickle too hard anyway nothing arousing about that.
