Why are all the signs on the highway green? Is it because the state sign guys all smoke pot and think it's a pretty color? Why not something that's bright red, or yellow, or pink, Oh bright hot pink signs would be awesome, you could never miss them.

Red and yellow are reserved for orders, cautions, and notices, not some simple directions. Green is specially reserved for information.

It would be quite confusing if a warning construction, detour sign was the same color and next to an offramp sign. Which one to take?

In the UK the colour of signs indicates the type of road they are on. If you are on an 'A' class road then the signs are green, If you are on a motorway then they are Blue. (You also note of course that references to motorways on 'A' class road signs are shown in blue. If you are on a minor 'C' Class road then the signs are white with a black border.

Non-informational signs tend to have a red border to highlight their importance. Remember - Circles Command (Blue if they compell), Triangles Warn and rectangles inform.

Although many people think the country is going to pot this is not the reason for the signs' colour.

Red is reserved for stop signs, yield signs, and traffic lights.

They intentionally use the bright colors for signs that are very dangerous to miss and use the easier-to-miss colors for the informational signs.

The most visible color, in terms of the frequency of reflected light, is yellow-green. Green is near that, so perhaps it's for visibility.

green is commonly used on signs, especially the signs that are not as important for examply the distances to nearby towns, because its wavelength is the easiest to see and will not easily distract your attention from the road.
Interestingly it is believed that green is the last colour you see before you die.
