Street traffic from the airport - forget about that. It could take you way more than 1 hour cost quite a bit. On a weekday 7 AM is the start of the rush hour.

Take the AirTrain to Howard Beach (cost $5). Then take the subway (A train - cost $2). Total cost $7. If all goes well with your arrival and Airtrain and Subway connections you will probably just make it.

Good luck

Take the Airtrain to jamaica, then transfer to the Long Island RailRoad. Ff. stops go from Jamaica to Midtown(Penn Station):

Jamaica
Woodside
Penn Station

You're not gonna make it. Even if you plane lands on time and that's a big if it will still take more than an hour to get to midtown that time of day.
