To be able to speak it like a native, probably not older than ten.
For a mere fluent comand of the language, it rather depends on the person in question. My grandmother recently took up French.

Never too old. I used to have a 72-year-old woman in the English as a Second Language class I was teaching, and she was one of the best students. If you want to learn, go for it.

Some would say age 12, because after the age of 12 you will always have the accent of your original language with any language you learn. For example: Your language of origin is English at age 15 you learn French, you will have an English accent with all French you speak.

you can have an ability to learn other languages as long as you have a strong desire and your learning brain cell is still active!!
but the older you get, the harder you have as well as having a thick accent.
one study said.. if you want to speak 2nd/other language PERFECTLY, NO or less accent, the younger is always better but you need to learn before 8yrs old.. maybe upto 12yrs old which is pretty edge... otherwise, you have your native accent...
I know a Japanese woman who speaks Japanese and Russian natively(she was born in Russia). then she met a German guy when she was mid 40th..
English was the only way to communicate for them at the time. but she didn't speak any English NOR Germany..
Later they got married and she moved to Germany..
NOW she speaks Japanese, Russian, Germany and English...

One of my work colleagues is learning Vietnamese at the age of 74, so I would say never too old.
However, it gets harder! Kids learn languages much more quickly than adults, and if you are a single language person up to a certain age, it becomes more difficult the older you get.
But it is still worth doing!

You can learn one pretty much whenever, but you will have an accent, especially if its your second. If you know several, then I guess you can learn one easily, maybe even without an accent.
