I've heard that teens can volunteer as an intern and do an internship for a congressman for their city. Does anyone know who I can talk to about this and where I can sign up?

Call the congressional office in your city (if there is one) and, in your most professional voice, introduce yourself and ask if the congressperson's local office involves young people in volunteer internships. If yes, then ask for more information. You need to speak clearly, sound very assured, don't say "uh", etc. You also may need to call more than once.

Placements in internships in congressperson's office, or any official's office, are HIGHLY competitive. There are at least dozens of applicants for any ONE internship. So you need to make sure you have excellent phone skills, a resume that shows your skills to date, a letter of introduction that shows why it is you want such an internship, and references from teachers, your pastor, etc. that will offer testimony to your character and work ethic. You also need to have stellar interview skills. You may need to rehearse with an adult -- a teacher at your school would probably be happy to help.

try the provincial human resource development office. i am applying right now for my internship in one of the city's offices, and they told me to send an application letter to the HRD. and just like any gov't agency unless governed with special laws, everything's the same.
