What do I have to do to make this possible, and also if I sent a puppy to Pa. are the regulations the same?

can't understand why you would want to go through the cost of getting some dog over here and shipping to the USA. believe me your going to find much healthier puppies in the USA then your find over here.

Hawaii doesn't allow this at all!!! Only state in the USA that does this.

You can probably try to re-route the puppy, meaning bringing the puppy back to the another state (continental) then to Hawaii.

But it is true, why do it?!?!?!? Very pricey!!!

Sometimes travel overseas with pets can cause them to be in quarentined for up to 6 months, I'd ask a vet and the immigration/customs departments on what the process is.

Be aware that there may be quarantine restrictions for international transport of animals. You will probably be required to present a vets certification of a clean bill of health.
