I have read this term on a few military sites and am curious of it's meaning.

Skate is military slang for anything that is easy. If a soldier is not working very hard or being lazy someone might say that he was "skating" or a "skater'. So a skate deployment would be a trip overseas that is cushy, low risk, and involves little work.

A Skate Deployment is a SEaL spending six months sitting behind a desk in Italy.

Generally speaking: very cushy duty with no danger and lots of time to kick back and relax.

A trip to the Baltic on a NATO cruise where you pretty much just port-hop for four months...

That's a skate deployment.

When I was in the Army, skate duties were usually light or very enjoyable........
