why are the newest ETOPS exactly 207 minutes, and not....200 or 210...??

They added 15%... 180 x 1.15 = 207.

Stupid reason, but that's what it is. I'd have rounded it to 210.

We can blame Boeing and United for the 15%, they petitioned for it. By my reading it only operates when the North Pacific diversion airports on Midway Atoll and the Aleutians are closed. So ETOPS 207 is effective only in bad weather in the north pacific. Which answers one of the other questions.

ETOPS180 plus 15%, just like ETOPS138 is 120 plus 15%
