....while, in this point, very conservative USA, you can listen just everything legally with your scanner?

It's legal in the UK, the UK does have some restrictions on receiving signals, but none that are engorced.

The US allows anyone to listen to anything. It's a right.

Does Germany enforce that law?

i dont know how long thats been in effect but it may be security reasons. I would think if it is outlawed they could not sell them .. But i have never seen anything forbidding the sale of scanners on ebay to germany.. So it maybe something like in the us, You use to have a licencse to have a cb radio at one time... Now kids walkie talkies are on that frequency

in many places there are rules in what you can and can not tune in too. In some cases it is for security and in other cases it is for privacy. It is most likely not verboten to tune into ATC frequencys but it is to pass that information along.
