If you are referring to minstrel shows in blackface, they haven't been done in generations. Which should give you a large clue that they are NOT accepted.

If you're not referring to minstrel shows, I don't know what's to understand. Maybe someone wanted to dress as a stick of charcoal for Halloween. Who cares.

It is not socially acceptable to paint your face black unless you're dressed up as a cat for Halloween. Painting your face black, depicts the American period which was demeaning to Blacks.
