Notify chain of command as mentioned above and make arrangements to reside on base, if not already doing so. If you are in military housing, determine if husband can be removed from quarters, and then barred from the base. Likely, this will need to be done through her chain of command and base legal. Base Police need to be notified of spouse's name, description, etc. If he attempts to enter the base, he will be apprehended and can face Federal charges.

While this is going on restraining orders, divorce actions, etc should all be getting done by an attorney(s).

Base Legal and her Chain of Command can address any specifics related to the installation and local law.

strictly a civilian matter. If you are living in base housing you can request to move into the barracks to escape an abusive relationship, and then he will have 30 days to get out of housing.
