The most convenient airport shuttle is Super Shuttle (1-800-BLUE VAN). They pick you up right at your home or hotel. Yes, you can book online or over their toll-free number.
It is Reagan National - not International.
You can also take the Metro but that is a hassle carrying your luggage. Take the Super Shuttle. It is quick, easy, and fairly inexpensive. You can also take a taxicab. I prefer Barlow Cab. It is a little more expensive than the Super Shuttle but will make no other stops than for you. With Super Shuttle, they may have other fares to pick up along the way to the airport.

He's talking about Super Shuttle and the first respondent answered his question. Your note that there is also metro access to Reagan airport is correct - but some people don't want to lug luggage on the metro.
As far as international flights you are mostly right, however, Air Canada flies to Toronto and Montreal from National Airport (it's name is Ronald Reagan National airprt). Those are definitely international flights, as I take them regularly and have to go through customs and immigration both ways. Note that US Customs for these flights is done in Canada, which is why they can fly from an airport without much international facilities (the duty free cart in Concourse A is probably the only thing. :-) )

Where are you at now? If you're in DC, Take the Blue or Yellow Metro to the airport. Cheap and quick. If you're outside:
North: Take the MARC to Union Station and then transfer to the Metro
South: Take the Virginia Railway Express and transfer to the Metro
East: U/K
West:

Snarl. I hate that that name was foisted on the airport.
Anyway, it's National Airport, not International. There is a Metro stop right by the airport that serves the Blue and Yellow lines, and it's the cheapest, most reliable option.
