does bleaching your facial hair eventually make your skin darker in the area where you bleached?

In my experience, no. (About 10 years of bleaching).

Damaged hair from bleach on someones head breaks off, it doesn't fall out the roots. All bleach does is remove colour from the hair and also dries it out making it extra brittle that's why they break. Bleaching hair does nothing to the roots and doesn't affect new growing hair. Waxing does have an affect on the roots, after a while the hairs become finer sometimes until you can't see them and sometimes they just stop growing all together. I think it will be a lot less effort to wax your facial hair over the long term than to bleach it. You can try an epilator which removes the hair from the root in the same way that waxing does but without using hot wax.

Have it waxed, it will diminish the growth over time. Bleach is not good for your skin. You can wax it yourself. But use hot wax, not a cold one with the strips. they don't work well.
