My daughter just turned 6. She loves going to other kids' parties at those type places, but for her own, she always prefers a home party. Sometimes Chuck E Cheese etc has too much going on and no one actually gets to spend time with the birthday kid. This year, she had a "pajama party." We did the normal slumber party stuff (polishing nails, movie and popcorn), but everyone went home at bedtime except her one best friend. We also set up a scavenger hunt around our house (hiding a guest's gift at each stop). We even hid one clue inside a pinata. All the kids had a wonderful time.

I live in New England, and a daughter with a march baby, so outside party's are out
I had a birthday party in a swing set store with a party room
The children love it. Some of theses stores have party's rooms. Several children had their party there after, even summer birthdays
You can try build a bear, their party's start at ten dollars, all the children leave with a bear, not no good bags needed

That was a fun birthday for my child at 6. I rented a Moon Bounce for the kids in my back yard. (Thats the huge inflatable things that the kids jump in). And I hired a clown to entertain us. Then of course I ordered pizza and had cake. It was great because the kids got to play together and the party lasted 5-6 hours. And they werent messing up my house, so minimal clean up needed!!

We did a fairy tea party this year. We invited everyone to tea and they played outdoors for a while, then set up a little tea picnic for the fairies with acorn cups and plates and raisins and nuts, then poured "tea" out of the little toy teapot into the cups, then we came in and had a sit down tea with snacks and chamomile tea with honey to drink. We asked each child to bring a small gift that they found in nature ( a pretty stone or flower or leaf or seashell, etc.) and we displayed them on a little table (my kids have way too many toys already anyway), we played some simple games like kneeling backwards on a chair and dropping clothespins into a widemouth jar, farmer in the dell (for which I would have made up new words had I had the time), singing a few songs, and a small, outdoor treasure hunt that ended back at the fairy picnic we had set up. The food was mysteriously gone and there was a thank you note from the fairies. The boys seemed to enjoy it as much as the girls. For favors, we made felt wee folk, or handed out packets of flower seeds or bulbs that had been forced.
We also had a fun pirate party one year where handed out treasure map invitations to our house, and we asked everyone to dress like a pirate. For activities we made pirate hats out of newspaper, had a scary treasure hunt (one of the clues was in the garden and the scarecrow had been replaced by a plastic skeleton left over from Halloween and he had the clue clutched in his hand)that ended at a treasure chest with bandanas full of chocolate coins. We also have had them walk the plank (party in backyard, walk blindfolded kid around side of house and walk up the board that ends just above a few inches of water in a paddling pool.
I have found good ideas for different themes on searches on the internet. I try to keep budget low and find a gift substitute so that guests do not have to spend money, either. My kids are usually so thrilled about the whole party thing, they do not seem to miss the toys.

I have a 6 year old sister. We went to a princess party and they had pink crowns to wear, cepters, tea and little finger sandwiches. She had so much fun. She absoloutly loved feeling like a princess at a royal tea party. Every six year old girl would. Get the disney princess party game dvd she loves to play that at sleepovers.

so have a carnival at your house
make several box cakes and decorate them as circus wagons - animal crackers will do for the animals on the
side of the wagons (really get creative and stack them up to make several wagons) crackers on the sides
each child gets a coin purse with "paper" coins
each purse has one coin of each (or maybe 2 nickels)
the hot dogs cost a dime
the drinks a nickel
have several games to play - like
go fish ( a quarter) a pole over a cardboard wall
pin the tail on the donkey (a penny)
knock the pins down(like bowling) (a half dollar)
bean bag toss ( Silver dollar)
each game - the kids win 'prizes'
Oriental trading company has great trinket ideas
and everybody gets cake and ice cream!
ask the other parents to help - one per game -
(maybe two on the fishing) and all will have a blast
we had people mad at my Mom because they DIDN'T get
asked to help - and heard it was so much fun!

How about a craft party. You could combine it with one of the themes others have mentioned. Kids enjoy making things, and it will help to keep them happy and settled. They can take their creations home with them afterwards.
Make snowmen on sticks from marshmallows, or decorate pencil cases with glittery craft jewels. You could make peppermint mice, and little cardboard mouse-houses to put them in. For photos and instructions, as well as lots of other craft ideas, check out my website.

my neice just had her 6th birthday, and we had a children's party, we had mascots, fun games, and the venue is not outdoor its indoor with air conditioning, while children are waiting for the others, i prepared answer sheets like puzzles, tracing, coloring, then during eating time, i play short movie of cartoon shows, i had a mini ice cream station at the corner, i had a cotton candy at the other, mini cakes, clowns, then a fun emcee who leads the kids for much fun games... and a lot of tiny chocolates, candies, little items for prizes...
