It's a phase almost all children do grow out of on their own. Some parents will make a game out of it, such as the sounds represent something, the water is now in a magic place of somesort, ect.
The best way to handle it in my opinion would be to put your hand over the bottom of the tub drain and show your child that nothing happens. Gently help hold their hand not forcefully just encouragingly.
You might want to ask them why they are scared. If all else fails, just take them out of th tub before draining it...you don't need to traumitize the child, all because of draining the tub.

Before you drain the water, take him/her out of the tub and tell them you want to show them something. Hold your hand over the drain under the water as it's draining and go, See, I'm not getting pulled in and you know what? You won't either because you're stronger than the drain.
Hope it at least gives you an idea.

I've read that kids dont realize that it's just water going down the drain. If your child is in the tub while it's draining, im sure he/she might think they are going to go down with the water as well.
Take your child out, then drain the tub.

Make it a game. While the water is draining, see if she can put away all of her toys before the all of the water is out. Or something along that line. It helps to distract their minds from what they are scared of, to somthing that is fun.

put a rubber ducky in the bath and tell him to watch it while the water drains, after the water has drained he will see the ducky still there and maybe he wont be afraid anymore...I just made that up so I dont know if it would work or not, but worth a try I guess

It is just a phase. We made a game of it. I put a couple of bath toys into the tub with my boys when they were afraid and after about 3 or 4 times of watching from outside the tub, how the toys couldn't go down, they got over the fear.

before or while the water is draing out try to distract the kid into another direction. maybe bout time the water all drains she/he will not even notice it or will wonder what happened to all the water then you can explain.
tried with my 1 and 2 yr old.

That doesnt sound like a seizure.. while a baby has a seizure they lose administration of there physique.. The ft ingredient immediately hands fling out stiff and their eyes roll returned. After the seizure they are regularly handed out for a jiffy. This feels like she overreacted. grew to become into there bubbles interior the bathtub? possibly she concept she observed something below the bubbles. She could have been extremely drained besides. i does no longer situation except she has extra episodes the place she claims she has considered something and there is something there.. She sounds typical to me..
