yes, if I'm not wrong, basically everything under .308 or so is short action. a long action would be something like .270 or 30-06. It has to do with the cartridge length and the bolt length

If you are asking if all BDL actions chambered for 243 Win are short actions - then yes they are. The 243 is a necked down .308 Win and its also a short action round. There would be no need to have a long action for a 243 - it would create unneccesary extra movement when cycling the bolt and also create extra weight for the person to carry.

Yes all rem, bdl .243 are short actions. There are the new super shorts magnums of course, but I don't believe Remington manufactures these rifles.

I'm not certain which manufacturer did this sometime deep in the past, but when short-action cartridges were relatively new, somebody did chamber them using their existing long action. It was quickly realised that this could only be a stopgap measure in the production process, and a proper short-action was thereupon designed.
Again, I don't know if this was indeed Remington, but if you claim to have found a long-throw .243 I wouldn't doubt it.

Yes, and why not? If you went with a long action, you'd just get 6mm Remington which is so popular (not!) that I don't think Remington even lists it as a standard chambering any more, though mine (ca. 1966) is still the most accurate general sporting rifle I own.
