A chair rail is usually used in corridors and large rooms. If the bathroom is small using an element that divide the walls vertical or horizon can make the space visually smaller. Nevertheless I believe is a good decoration idea especially If you want to use different colors in the same wall.
In general when the space is small the walls shall be painted in clear colors and the ceiling white.

We just remodeled our house and installed a powder room (about 4x5 with just a toilet and pedestal sink). Because it's so small, we put in a wainscoting (3-foot high white beaded panel with a chair rail) and it gave the room a cool look. Because it's so small, the wainscoting gives it an old feel, so it detracts from the fact that the room is so small (you would expect small bathrooms in old houses).
I don't know that it makes the bathroom look bigger. But, it sure makes a small bathroom look better.

It will not make the room look bigger and can actually make the walls look shorter. Since the room is so small, it could give the room a "cluttered" feel with too much going on. I vote for keeping the walls straight lined and undisturbed.

Chair rail, no. Mirror, yes.
Small rect. bathroom should be door, basin, shower, bath.
WC, if included, should fit opposite basin.

yo fill the school pool with pudding stick spoons in the ground put koolaid in the water supply take all the furnature out of the principals office, leaving ony the p-a announcer slip laxitives into the lunches cut the power to the school via circut breaker hack the computers (its not as hard as u think) park a car in the hallway stack books in front of the doors back lock EVERYBODY laughing gass in the vents? get a universal remote and turn on and off t.v's stink bomb? smoke bomb? poop in the tuba poop on the bleachers poop in the hall poop on a desk poop in a urinal set some kinda animal loose in the school -chickens, frogs ect. remove all the blackboards get everyone to falsly reporte someone for drug traffiking hire a marriachi band to play in the hallways hack a teachers computer and make gay p0rn pop up make a giant pizza on the field mass streaking make a fake bomb threat? (i highly highly do NOT recommend this one) idk, thats all i can think of now

i am not positive but i think it would actually make it look smaller and more enclosed. try a lot of mirrors.
