I dont think it would be a bad thing to outlaw it, but people would never follow that law.

Thats a parents job, i got yelled at from the time i was very young for having the music too loud. and if the kids are too old to have parental intervention(teens with cars), then they are old enough to have that common sense on their own, it doesnt take a genius to figure out that if it rattles the windows on the car NEXT to you, it probably isnt good for your hearing.

How can you enforce that type of law? The real problem is having your personal players so loud that go right into the ears.

Or maybe we should make American Sign Language (or other region appropriate sign language) manditory as a language class in primary school and again in secondary school.

I think that would be infringing too much on people's personal lives. I personally think they deserve it if they are blasting their ipods with headphones on. That does the most damage. Common sense will tell you that that's bad for you.
