1992 oldsmobile eighty eight royale vibrating the dash heavily at stop lights or any stop?

what causes this and can it be fixed. It seems tha tit is the engine possible I don't know but whatever it is vibrating the dash steering column, steering wheel and everything in the car.

Sounds like you have a big misfire in the motor. Isolate which cylinder is causing the problem and then check for a mechanical fault, ignition problem, or a fuel problem.
