Can't it just be "Compras todo que tu necesitas en Meijer" ?

because if you take out the lo then you are saying " do you buy everything what you need en Maijer" you need the "lo" to balance out the sentence. If you don't have the "lo" then your sentence doesn't make sense. Now with the "lo" you can say " do you buy everything THAT you need in Maijer"

The construction you have used is also correct, but they are grammatically different. Both are used frequently in Spanish.
