If you study seriously, you can learn any language in under 4 years. The key is to have plenty of practice. Try to find a speaking partner, or, better yet, spend some time living in China.

It depends on many factors, including how much actual time you put into learning, and what teaching methods are used. Four years of university-level study, generally speaking, should be sufficient to reach at least a high-intermediate, and hopefully an advanced, level.

it depends how much time you put into....
it will be sufficient if you practice it everyday....
