What do Surface Warfare Officers do? At 2nd Lt. and then at higher ranks?

run the Ship.

and there are no 2nd Lts in the Navy. that is a Marine term. O2s are Lt Junior Grade.

First term SWOs are Divison officers. each ship is divided into many different divisions..combat, engineering, Operations, etc. as a JO you will be given one of these departments to head up(although your Chief and LPO actually RUNS it) you will have 2 years from reporting to the ship to get your SWO quals taken care of. That will encompass most of your time. you may be moved around to several different departments to give you experience.

You wouldn't expect to become a department head until as a mid tour O3. You will serves a DH in several different locations and platforms before working your way up to OPS, then XO and then if you are very very very good, CO.

That sounds like a Naval term, and as such that would be Ensign and above, id refer to the Navy for a description.
