a dog would be scanned before chipping them ,if you don't know if your dog has a chip a vet would scan first to see if there is one.
if the dog is chipped the vet would give you the chip number and the name of the company who would contact the old owners and you could put the chip number in your name

You could but wouldn't need to.
If you're not sure if the dog has a chip, take it to the vet to get it scanned. Sometimes the chips migrate away from the shoulder area, so the whole body should be gone over.
If the dog does have a chip, you can pay a small fee to update the ownership information.
The problem with just chipping again is that each chip is going to have different inforamtion, so if the dog is picked up and they find the old chip, they'd only have the old owner info

It's a legal requirement that a vet throroughly scan a dog for a pre-existing microchip prior to implantation. If the dog already has a chip, it is illegal to implant a second one unless it is a situation such as the owner moving overseas and a different type of chip is required, or something along those lines.
If your dog is already chipped and you want it under different details, you've got to contact the central microchip registry and change your details with them. If you're talking a new owner, then there are change of ownership forms that have to be filled out by both parties and again submitted to the central registry. If you have two chips, registered in the name of two different people, how does a vet/pound/etc. know who to contact if the dog has been lost?
So, yep, microchipping twice is bad! It's not going to physically harm the dog, but it's an administrative nightmare!
We now have very strict microchipping regulations here to try to avoid this. Anyone who implants a chip must have done a short course and test in order to become an accredited microchip implanter. Veterinary students such as myself must microchip X number of animals under supervision of an authorised implanter in order to graduate with our chip accreditation in place.

Yes. Theoretically you can microchip it 100 times though I am not sure why you would. A second microchip doesn't hurn anything but it is simple to see if the dog already has a chip before you have another inserted. Just have it scanned. If it already has a chip the company that issued the chip is more than happy to transfer your information as long as the consent of the original owner is obtained. If you do not like the complany that owns the chip... Another company is more than happy put you into their database if they manufactured the chip of not. but youwill still have to have the prior owners ok before they will change the ownership.

Well if you don't know if they are chipped then you can take them to a vet or shelter and most will scan them for free. If you ge tthem scanned and see that they have a microchip it will give you the chip number. After that all you have to do is call the company, give the chip number and say that you need to update the info for the chip. Then you can give them all of your info. Its that simple.

you can do that but it is not necessary.
your local vet should have a microchip scanner and they normally scan for free. it takes maybe 30 seconds.
if they find one they can give you the microchip number and the company that produced it. After you get that you can call them up or go online and change the information to your name and address, etc.
If your pet does not have one, I highly recommend them.
