If you have been refused a visa earlier, you have to wait for a three year period before you can apply again.

We might all have opinions on whether you are eligible or not, but the only opinion that matters is the opinion of the interviewing officer. US immigration law requires that you show strong social and economic ties to your country and prove to the satisfaction of the interviewing officer that you are not an intending immigrant and that you will return. It's certainly more difficult for young, single people, not just women, who've never travelled before. But not impossible. Consider what happened at the original interview and what the officer said. If you feel you can present a better case you can always reapply. You'd have to pay the fee again, and you may get the same decision. However, that would be your only chance to get a visa.

Getting a US tourist visa does not unavoidably count on the country you're coming from. It somewhat is predicated on the standards the applicant provides you. in case you meet the standards for procuring a US tourist visa, then there would desire to be no undertaking. basically the Embassy on your region can tell and make certain regardless of if or no longer you're eligible for the tourist visa you're utilising for. =)

david is right that you are eligible to apply for a visitor's visa (although he is wrong that ICE will tell you anything.. visas are given by Dept of State employees/policies)

You already know that it is difficult to get a visitor's visa for a young, single woman with relatives in the US, but the cost to apply is not too much, and the only way to know if will get one is to apply!
Good luck :)

You are eligible to apply. Only ICE can tell you if you are eligible for the visa.
