When a job offer reads that "relocation is not offered" is that refering to paying for my trip to the area, or are they only considering local residents.

It means that if you have to move to take the job, they won't pay for it. They might or might not pay for your interview trip. If it's close enough that you'd drive there, they almost surely won't - if you'd have to fly, they might, but ask first, don't assume.

As some of these other posts have stated, it means they will not pay for you to relocate.

It ALSO means that you will not be able to relocate to a different store in a different area: the position is for that location only.

It means they will not pay your moving expenses. If you are moving to the area on your own, make it clear in the cover letter.
If they like you, they should pay for an interview trip if it's not too costly

It means that if you get hired, they won't pay your moving expenses if you are coming from a different part of the country.

You'll have to arrange and pay for your own transport of belongings.

No, not necessarily. Just means if you are out of the area, you are responsible for your own moving costs.
