What a beautiful piece! I'm getting the feeling that it's more of an illustration (fairy tale, folk tale), by one of the great illustrators like Bilibin or W. Crane but it's neither of these, it's not quite the right 'hand.'. It just seems to fit in the genre.. her dress looks Russian. It may be..... Elizabeth Shippen Green or Violet Oakley.

There's something about it that reminds me of the Pre-Raphaelites (Dante Gabriel Rossetti, etc.), but I can't be sure.
Do you have any other details (where you found it, how old it may be, etc.)?

Later note: I think "guess who at large" is on the right track. There was something about it that suggested an illustration, also, but the only artist-illustrator who came to my mind wouldn't have been the right one.
