Call an insurance Company and ask them. I think you will get the same answer, no.

No you must have insurance before getting the vehicle licensed... I think you would need to talk to an agent and explain your situation... You might have to get a friend or family member who has license to help you out... Insurance is based on your driving record... For example if you have a lot of speeding tickets or caused an accident, more than likely the insurance would be dropped because you are considered a high risk... Also your insurance when you do get it will probably be very high since your mother waited so long to get her license and plus you since your under 25

In UK you can get insurance for an inexperienced driver with a provisional licence. Youi can register the car withiout insurance but I think you will have to but a temporary Sworn (i think that's it) until you do get insurance. However get the insurance first on that particular car. The insurance companies have faced this problem many times before

You can get registered with out insurance. But, you can't get insurance without a drivers license. But, once the car is licensed and insured then your mom drive it for her test. But, it's illegal for your mom to drive the car without a license at least in my state. If you have a driver's license you can register and insure the car.

your mum must have a provisional licence to be able to sit the test anyway ... but the insurance will be high if you can get a mature driver with a clean record to get insurance and put your mum on the policy - tip is do this just before the test for just one month say (put her on the policy just before th etest so she can practice). Or maybe some insurance broker will give her a "cover note" for upto 30 days just for the run up to the test.... Her driving School may have contacts....

In most states of the U.S. proof of insurance is required for registration.
Most insurance policies cover learners accompanied by a licensed driver of at least a certain minimum age.
If you are of that age, 18, I think but check in your home state, you can accompany her as she learns.
Generally, the driver does not have to be listed until he or she has a license.

You need to register the car and car insurance under your name. When your mom takes her driving test, she can borrow the car. You can't get car insurance for someone who doesn't have a license.

Your mum presumably has a provisional driving licence - if she hasn't a licence at all she will be committing a criminal offence.
So (assuming she has a provisional licence) you won't have any problems - just declare the fact on the quotation forms - or better still contact an insurance broker who will advise you on the best way forward,
