NO, the parent has to wait until the child turns 21, then the child can file a petition called Form I-130 (Petition for Alien Relative) and the parent has to file from their country a Form I-485 (Application to Register Permanent Residence or to Adjust Status) and some other forms (health exam, biographic check). Since the citizen's parent is considered an "immediate relative" the parent doesn't have to wait "in line" so to speak for an immigrant visa number to free up. They will immediately get a visa number to come to the US once the forms are approved by Immigration Services.
The only caveat is that the parent has to have been in their country of origin...if they are here illegally they will have to go back to their country of origin and wait a few years --a "punishment period" depending on how many years they were here illegally, before they can get their visa. If they lie about being here illegally and the government finds out (they check criminal records, IRS records, state records) then they are SOL and can get barred from entering the US for 10 years.
It is a complicated process and there are lot of little errors you can make, papers not filed right, or not in the right order, that can screw up getting your petition approved. This is why you should get an immigration lawyer to be on the safe side!
