The only way to make a liquid boil without applying heat is to put it in a vacuum/hyperbaric chamber so you can lower the pressure. My 11th grade chemistry teacher did it -- kinda cool, actually...

Reduce the pressure. If you placed it in a vacuum chamber, for example, it would begin to boil as the pressure lowered.

Decrease the atmospheric pressure above the liquid.

If you decrease the pressure above a container of water to +0.7392 inches of mercury pressure, it will boil at 70 degrees F.

If you decrease the pressure to +0.1878 inches of mercury pressure, it will boil at 33 degrees F.

throw some dry ice in it, cold can make the liquid boil to, it will release water in the form of vapor,same outcome just different temperature
