My web-sites provide some easy to use stuff. I not know who you using.
I just make suggestions and not say do any of this.
First go here;
http://webdesign.about.com/
On the left is "Learn HTML" "Learn CSS" and "HTML Tags/HTML Codes/HTML"
Here you can sign up for free on the first two and learn some basics. I warn you, use a disposable e-mail or make a new one just for this, as when you sign up for things you may get Spam. But, this is free and can help you learn. Here they will teach you how to use "NotePad" to design a Web-Page. This down to the nitty-gritty type web-design.
This next web link is Evrsoft and you can get a free Program. Again I warn, this an OK site. I have used "First Page 2000" and still do on an old laptop. When I downloaded this they say it would always be free. And I guess that true for 2000. But, one day I try "First Page 2006" it is free, but, if I remember correct, it now give a pop-up on start-up trying to sell to you. But, this a minor problem. I just went back to my 2000 version. But, if you click the 2000 I think it take you to the 2006 download.

If, you still looking for a "web host" you may try here. Another again warning, but, I considering using these people and do a 48 month plan for a cheap price, $4.95 per month.

I use "NotePad" for writting HTML Code as I know it and this keep me knowing it. I use programs like Evrsoft for some quick JAVA insertions to keep from having to manually type it out. I just give this stuff for you to research and really not say or know if it the best. Doubt it is, but, it a start. I feel if a person really want to publish a web-site they should at least know a little of HTML Code. It really not hard, it just making the effort to learn.

If you don't want to become a 'pro', and just want to simply have your own website, use all of Yahoo's tools. They will do it all for you. the Domain registration, hosting and the web templates with Yahoo Sitebuilder. Very user friendly and easy, easy, easy!!
