No, not per se.
You must stick to one of the formulas in the book you shgould have gotten.
The priest/deacon MAY allow you to make a declaration to each other at the end of the Mass....but that would be rare, because he would have no control over what would come out of your mouth

It all depends. First, it all depends on the priest who will be presiding over the ceremony. Some may be reluctant to do it while other priests welcome that personal touch.
Either way, yoru personal vows will most likely meet with the priest's approval IF they are in complete compliance with Church Doctrine.
