Send a letter, with a money order or check for $30, to the following address. Make the check payable to "U.S. Treasurer". Include in your letter your date of birth, place of birth and the names of the birth parents:
Vital Records Section
Passport Services
1111 19th Street, NW
Washington, DC 20522-1705.
When you were born abroad the military hospital registered your birth with the U.S. Consulate or Embassy closest to the location of that hospital. The State Department then issued your official birth certificate. That address above is the archives of those certificates.

It shouldn't matter if your were born abroad. If you were a military baby it was as if you were born in the U.S. You are a U.S. citizen. So, what you need to do is get on-line and find out where you need to go in your town to get a new birth certificate. It's not a huge deal, they will just need some proof you are you of course.

I don't know the answer, but I was born abroad and my birth certificate was issued by the Department of State, so I would check their website.

If your father was in the military overs seas when you were born your birth certificate copy should be in his military records. If you need a birth certificate and you father is still alive he can request on for you. usually doesn't cost anything for veterans.
