For parts, for classroom study, project car, and some collision repair techs or shop owners will buy them dirt cheap and fix them then drive or resell them.
When you buy a salvaged vehicle and you are going to actually repair it and drive it you must take it to the CHP for a safety inspection, pay the fees, then take that paperwork to the DMV and receive a new registration identifying the vehicle as SALVAGE. You cannot resell it legally without the above and the Pink Slip will show "salvaged"
There are cars that have been significantly damaged and the insurance company was not involved so it never received the "salvaged" or total loss designation. There are those types of vehicles that are receiving "shoddy" repairs and are resold by dishonest people.
If you buy a used vehicle you should always have it checked out by a Collision Repair Center AND your mechanic. It will save you a lot of headache in the long run.
If you are buying it for parts you do not have to do the above.

i bought a salvaged car to make a race car out of plus the parts but thats what most people do buy them for is parts make race cars and to send to the crusher they pay about 200 a car now days

My newphew is a car freak, he buys wrecks for parts and has made a fortune out of it, and drives a really cool car now. It is his passion, he knows what he is doing and I admire him for not spending it on drugs, drink and it keeps him happy.

Usually people who buy wrecked cars are people who want to rebuild them and modify them. They figure it's cheaper to build a ride the way they want it than buy a new car and tear it apart. Ex. Turbos, Supercharger, custom rides

Parts-if you went to a dealership and bought all the given parts for a given car and then assembled it yourself, it would cost about 10X the price of car already assembled.

Someone wanted to buy my salvaged integra for the parts-to use them on another car. Theyre still worth money.

If they're repairable you can obtain a rebuilt certificate of title and resell or drive car yourself, or if good for parts for you or for sale. Many cars are totaled by insurance companies for minor reasons.

I've bought a salvaged car (Jaguar XJS V12) and then restored it. Even if it was frustrating sometimes, overall it was great fun! And now I can brag about my V12 wherever I go. So that's pretty cool... :D
