1. You have knowledge of the motorist laws of your state
2. Have received some level of training and practice

Unless you want to feel totally unsafe while driving everyone should have a license. Passing a test ensures you that the person next to you knows the rules of the road--within reason. It also ensures that somebody has checked to make sure they can handle a car--that can kill someone--within reason.

Because it is the first step towards violating more laws. If you don't have a license, you don't have insurance. Get in an accident and it all falls on you at once.

Um...because there is a possiblilty that they can't read, they need to be identifiable if someone got pulled over, and, well, there's a chance that maybe they can't DRIVE...
