I think it's because in a war if you don't move forward you lose ground. The War in Iraq is stalled. Bush knows he can't win it, but for his own political reasons he can't admit defeat and just withdraw the troops. He can't come up with a new plan, a new direction, all he can do is insist that 'progress is being made'.
I really think his only strategy at this point is just to keep the occupation going until either the Democratic Congress or the next president takes it out of his hands. Then the GOP will be able to blame the Democrats for the defeat. We were winning, they'll say, but the Democrats made us lose.
The insurgents, on the other hand, are making progress if we are not. They have all the weapons and explosives they need. They have better and better recruitment capability the longer we stay in their country, and more and more support from the Iraqi people, who just want the US to leave. The corruption and ineffectiveness of the government we chose for them is more obvious every day. So the longer we stay there, the stronger the resistance becomes.

Because when you're working with tiny numbers, a tiny increase can put you on the top.
As a percentage of troops in Iraq, the deaths are a tiny percentage. Less than one percent.
2007 would have been less deadly if the Democrats didn't try to stop the very successful surge.

Because our enemies are getting smarter. They have watched us for years, they know how we react to an IED, or VBIED, and anything else they have for us. So they use it against us now, they know we move 300 meters away from an IED, so they put more IEDS 300 meters away, making the first one only a decoy. They are beginning to have Armour piercing weapons, they know our equipment and they know how to hurt us. They fight like cowards, hiding, waiting for a convoy to role by, then they hit a button on their cell phones and run away.
