God can speak in any way that He chooses. Personally, He's never spoken to me through a fortune cookie.

God ---> Chinese psychics ---> Certified typing monkeys ---> Chinese bakers ---> Fortune cookies.
As you can see, there's an entire Cartel involved, but it does come from God.
