Yes God is most certainly always there!
As far as friends, if you are speaking of friends that are here on Earth I would have to say that hopefully your friend would always be there for you in a time of need. I'm sure that you might be in their thoughts if they know you need them. I wouldn't say they could hear you unless you make yourself heard by phone or by personage.
If you are speaking of a friend that has passed on, I believe you have an extra angel at your side. I am certain that God has assigned them to you and to others that have touched on this earth. I would also guess that they are watching over anyone that has need on this earth.

I always liked the wisdom of Swami Vivekananda the Vedantist and follower of Sri Ramakrishna. This brilliant Hindu philosopher wrote "You have faith in God? That is good. To have faith in oneself is even better." I always liked that and decided long ago that if there were a God, then God would necessarily prefer people to stand on their own two feet, tall and proud, rather than live as helpless mindless slaves. But then what do I know of God? Not enought to even have a faith of a conventional sort (often confused as an atheist when in actuality I'm a Jewish pantheist with views almost identical to the philosopher Spinoza!).
As far as your direct question involving matters of metaphysics like "Is a friend still somehow present though physically absent, like God is supposed to be always somehow, someway around us at all times?" I'd rather not deal with, at least the "friends" part, but I rather doubt it.
As for God, especially for a strict Pantheist, God is always "around", in fact, noway to avoid the presense of God, nowhere to run, nowhere to hide. But then our God is in the rain [Think V...God is in the rain], the trees, the clouds, the Sun, Moon and stars, in all living things from Bunny Rabbits to Human beings, to Sludgemonsters crawling on a planetary body of Arcturus (should any such exist).
But my friends? Heck, those turkeys are ALWAYS around when I don't need 'em, and NEVER around when I do!! So that's that!

Yes... because the relationship is there even when you or your friends are away. God is never away, and your inner spirit connects with his any time. Friendship is much the same. I have some friends that I may not see for years and when we can finally get together we can talk all night long picking up where we left off as if it was yesterday. It's great! :)

God is omnipresent, meaning he is everywhere all the time. Omnipotent meaning almighty, infinite power. Your friends cannot be everywhere at once. But if you give them a call I'm sure you will then hear them. God is the only one who is ALWAYS there when we need Him!

I'm gonna have to say no... unless there's some ****** up rip in the time/space fabric in which we live where one of your pals slips through to fight temporal raccoon monsters from taking over the universe, and comes across your physical form while he's doing battle, though you can't see him because he's within the zone... and you're not. Then yes... he (or she) is just like God, and always there.

The difference is, if you got run over tommorow your true friends would be there to help with shopping, cleaning even if you hadnt seen much of them. Where is god at these times-is it not safer to say your friends behaved in a godly manner(how one may express good/evil)

Thers a saying that I believe in deeply ," If God brings you to it, He will bring you through it." I firmly believe that if you and your friends are close in mind and spirit they will know when you need them the most because, God will send them a sign.

Our friends are not God, nor do they have the same attributes as God.
God is always there, for God is omnipresent.
Our friends are not omni-anything.

Can you see God? Can you see your friends? I am sure friends are there, but they don't always comply with your needs when you need them. God complies. It's called faith. I have faith in God, but very little in friends.
