A quartz crystal has a resonant frequency which are very stable and can be made to have specific frequency values. These crystals are incorporated into an electronic oscillator which then produces a stable signal at a specific rate. This signal is divided down by integrated circuits to something like once a second where it is used to either drive the cogs and gears of an analogue watch or drive the LCD display of a digital watch.
