Because the government isn't willing to spend over $230 million per plane. They'd rather invest their money in the much cheaper F-35 in mass production.

And I'm just answering your question. I personally believe the F-22 has the greatest airframe ever conceived and we should build thousands of them. Unfortunately, those who make the decisions are the ones getting paper cuts, not the ones getting shot at.

The answers to your question are CLASSIFIED. However, the real question is this: Can the F22 Raptor defeat the very best US-made missile defense system? Keep in mind that any US made system will be more advanced than the most advanced Russian systems in the same way that the F22 is more advanced than the Russian T-50 . . . You also have to ask: What TOP SECRET technology is the USA working on right now that no one knows about . . . Finally, you will also have to wonder about Edward Snowden and wether or not he leaked more than just NSA information to the Russians and Chinese. Regardless of anything; the real concern is this: in a real WW3 situation, who has the most CRUDE OIL to fuel the planes and who has the most NUKES and is willing to use them ? That is the real question you will need to answer.

Perhaps by the year 2014 the fleet will grow to those numbers. Please bear in mind that F15 Eagle which the F22A is replacing in its day replaced Thousands of the F4H Phantom II, F5C Freedom Fighter, the F111C/D/E Raven, the F105 Thunderchief, and the F104 Starfighter fighters.

Less F15 Eagles were required to replace the aging fleet of American fighters because you could do more with less, just as you will require less F22A Raptors than the the F15D/E Strike Eagles.

Several reasons already stated.

The plane costs a rediculous amount of money, way more then it costs to make, or is worth.

It's flight characteristics are fantastic, HOWEVER its payload is less then impressive. It is the least armed of any combat fighter ever built.
It's basicaly a scare weapon, completely impractical.
Planes do not "dog fight" anymore which is what this plane is designed to do from the ground up.

It's not that great, at all, and does not look great either, another horrible waste of tax payer money and time.

It is one of the most fantastic planes ever built! With vector thrusting it can maneuver like no other aircraft. The problem? The cost is in the billions.

We're going to someday, we just haven't been able to yet... It is quite an expensive, complex, fighter jets do take some time to make. And, oh yeah, all our funding is going to the takeover, I mean liberation, of Iraq(n).
