Does Canada have an equivalent? Does Canada have a lot of Witches? We burned our Witches in the 1600's however that isn't environmentally sound these days.

All levels of government can deal with climate change. There is no one government level that can't its more of a won't. But to cover the entire country of Canada that would be the Federal government. They are the only ones that can pass statutes that encompass the entire country. The Canadian Environmental Protection Act, 1999 is an example of that.
Provincial governments can also pass statutes that deal with climate change. The issue with this is that its only a provincial and would not affect the next province. This is not quite practical but it would help.
On a Municipal level, governments could pass bylaws to reduce green house gas or other environmental legislation but again this is too local.
Overall The Canadian governement ie the feds are the ones who will achieve the most effect if statues are in effect by them. The reason being is the entire country would have to conform to these new regulations making it consistant across the board. Other levels would work too but only in local areas, and climate change is not local its global

All levels of government deal with climate change. For example, the municipal government for Leaf Rapids banned plastic shopping bags. The plastic bags are made from oil and this measure helps to reduce climate change. The provincial governments, particularly Manitoba 8.5%, Ontario 5% and BC 7.5% are competing to mandate the highest use of ethanol and biodiesel. The federal government recently passed regulations that will phase out the incandescent light bulb in Canada. These are examples of climate change related measures and not an exhaustive list.

I don't think Stephen Harper's a Wiccan.(Yes, I'm an American!) Apparently, Canada should maybe put more money into teaching people grammar. I guess the Tories have cut funding to Basic Grammar Canada ;-). But if you mean WHICH level does it then I guess that is Parks Canada or Environment Canada.

All levels of government can help with environmental issues. It is a global problem, so everyone, everywhere, needs to help deal with it.
Municipalities:
Plant trees, clear up watersheds, enforce environmentally sound development, lower taxes on land improvements that promote a clear environment such as a wind turbine, develop more efficient rapid transit, promote buying local produce, etc.
Provinces:
Educate kids to understand environmental principles, promote environmentally sound agricultural practices, build non-polluting energy sources like wind farms, protect land within provincial parks, develop infrastructure strategies that require less people driving on the roads, etc.
Federal:
Develop a more extensive national park system, enforce laws which require industry (both at home and abroad) to meet environmental standards, work with international organizations to promote global cooperation on this issue, pass legislation on emmission standards to meet those of other countries, etc.
Of course, government in Canada depends on the people, so people can take action in two main ways:
1. Take personal steps to reduce our own impact on the environment (recycle, reduce energy useage, etc.)
2. Vote for parties, like the Green Party, which actually have good ideas about how Canada can be a world leader in environmental technologies.

They are not reluctant, but there are just so many problems that the government need to consider and climate change is the most difficult. If you read the 7 habits of highly effective ppl, you would b familiar with the concept of "circle of influence". Climate change is just not within that circle of the government. Don't you think?

Arguably, all levels of government are responsible for dealing with climate change. At the municipal level, cities can institute recycling programs. Provinces, for the most part, are responsible for enacting laws regarding the conservation of natural resources, so each province is able to enact its own set of regulatory laws. At the federal level, laws can be passed regarding industrial effluent and air pollution.
