Laser sights are really only effective in low-light situations, at ranges under 50 yards, maximum, and are nearly worthless in any outdoor situation other than full darkness.
Whether on a rifle or pistol, any good telescopic sight beats a Laser, hands down.
Seriously, your better bet would be to give a gift certificate instead.

Kisty,
In most states it is illegal to use laser sights to hunt. The best application for these is short range, low light and self defense situations anyway.
A good alternative might be either a Red Dot or Green Dot sight or a holographic sight. The red dot in most instances projects a red dot inside a scope like tube and the shooter uses both eyes while looking at the target and the tube to position the dot on the desired target position to fire.
The holographic sight is even easier to use. They are called heads up sights by some as well. This unit is thin unlike a scope and the laser inside projects a dot or circle in most cases on the see thru screen on the sight. They are adjustable just like a scope for windage and elevation and work very well especially for shooter who may have a hard time focusing with metal sights due to vision problems. The dot or circle is adjustable from low light to full daylight depending on the lighting conditions.
I first used the holographic sights to hunt this year and shot a running deer exactly where I was aiming with the first shot, which is very hard sometimes with a scope due to the magnification.
A scope is another very good option used by very many hunters. Basically it is a shooter or hunters preference so it is hard to buy the right item unless they tell you what they want exactly. Most sporting goods stores have gift cards and I always tell my family they can't go wrong giving me one of them and I am sure most shooters or hunters would agree with me on that too.
Your shooter/hunter is very lucky to have someone who wants to buy a nice gift like this and putting so much thought and effort into the gift.

NO. Forget about lasers for hunting. Unless you are hunting small game at very close ranges. The reason why lasers are worthless for hunting is that at any normal distance, 50 yards 75 yards 100yards, the little red dot is absorbed by the hair and does not show up. And while you are searching for it the deer or elk is making tracks fast. You will have no aiming point and will have to shoot like a shotgun, by just aiming in the general direction and pulling their trigger. Very unsporting and probably illegal as others have said. I have tried lasers on my self defense gun and find that there is a significant lag time while I look for a dang dot and in that time anyone that is armed and criminal crazy would have already shot me. So forget those red dots. unless they are in a scope. Those type work.

No. In the U.S you may only use a "super-imposed reticle or dot" that is embedded in the scope and not projected toward the game animal. No laser pointing device may be used in the harvest of a game animal in the contiguous United States unless the hunter is legally blind and accompanied by a licensed hunter.

Laser sights for hunting are illegal in almost every state, believe it or not, BLIND hunters are allowed to have a laser sight on their rifle, in the few states that allow this, for their spotter to direct their shots by.

No, it is illegal. How about a gift card at the sporting goods shop instead?
