The pharaoh is a "king" or ruler, just a different title in a different nation. In the Bible, the pharaoh would have been the first ruler mentioned but obviously not the first ruler for Egypt or any other country. Other holy books would mention other rulers specific to their region.

3. I do not know. It is not in the Torah
