To have blood in your tears, you need to have blood in your lacrimal apparatus. This would not be a normal state of affairs, but in people who have:
injuries to the lacrimal gland or duct
AVM (arterio-venous malformation)
bleeding disorders
or a combination of the above
it would certainly be possible for them to have blood in their tears
Theoretically it could be possible to have blood in the tears from an infection (Dacrocystitis) but in most cases, all that happens is redness, swelling and lots of tears

It is possible - I don't know how, Im not a doctor. It has something to do with the tear duct being damaged I think...

Duh!!
Just like people who can snort milk then squirt it out their eye (have friends who can do milk, blood, etc).
Just have to have a bloody nose, then they can squirt it out their tear duct...pretty nuts...
