Depends on the programs. If they depend on registry entries, sending the files won't be sufficient. Read the EULA, it is probably prohibited.

Not really. In most software the installer doesn't just copy files to a specific directory, it also copies them to system directories and makes changes to the computer's registry. You'll need the original installer. There's also the issue of legality - copying commercial software is illegal in most cases.
