No. What you wear has nothing to do with the growth of body hair.

I do believe that if you are going to have long curly leg hair - it will be apparent to you before you start covering your legs.
I have seen people who wear pants all the time and the hair on their legs gets thinner in some places because of the material rubbing on the legs.

Lol. I loved this this when I read it. I wear long skirts and jeans all the time. The hairs keep growing sadly, but they never go curly. I just take full advantage of the situation and dont bother with the shaving malarkey till its warmer.

implicit in this question is that wearing short skirts or short pants every day makes you grow short and spiky leg hair.

I like girls in jeans. It creates them look more home town like and it doesn't look like they try too much but if you're looking to get this guys attention, this may well not be what you want

I do enjoy putting on long skirts occasionally. These are actually more comfortable than Skinny jeans rather than as hot to wear also.

NO ACTUALLY IF YOU THINK ABOUT IT, THE HAIR IS BEING RUBBED BY A PAIR OF PANTS AND THE HAIR FOLLICLES WILL BE CAUGHT AND BE PULLED OUT.
