I got married in a registry office it cost £95 two years ago. The whole wedding including Dress, Suit, flowers and reception etc cost a total of £1,000.

Well, it doesn't come much cheaper than FREE. There are some ministers and priests who will perform a free wedding ceremony if the Bride and/or Groom are members of that church. The ceremony would be considered "a small wedding" with a few friends and family members attending. The ceremony may take place in the minister's office or in the sanctuary or in a small chapel room.
And if that does not work . . then you will have to go to the second least expensive place . . the Registry Office or where official civil unions are performed.

Have a privite cemermony just immidiate family then a potluck pig roast type thing afterward that way all the cateering is taken care of because everyone will bring something, if you have it at someones house that would save money, and rings probaly cost the most but there is a way around that
a long ltime ago when my friends parents got married they were dirt poor and couldn't afford much but they were more in love and didn't care what they had as long as they got married. Her dad got his bride a very tiny diamond ring and every year since then for their anniversery he gets the ring reset with a bigger stone and it is soooo beautiful! I think that it is really sweet every year their love gets bigger and the stone grows to!

A local pastor or judge in a living room large enough to hold several friends. Then a buffet style luncheon in the home. Saves a great deal of money and allows you to have a wedding nicer than a cold, informal office.

You could either go to a justice of the peace and have it done. But if you're looking to do a ceremony and reception than see if it can be done in the backyard of their (or a friend's) home. That way you wouldn't be paying for a location. I've even heard of gathering family members to do the cooking and making it like a "pot luck" buffet. Have a judge do the ceremony. Many times they don't charge to do it, and if they do it's minimal.

If they live in the UK they can get married at a registry office, the prices vary for room hire (we paid £450 for our room, but as we live in London everything is always more costly here) so they could start calling around all the registry offices in their area for quotes. If they live in Portugal I am not sure where they could get married, I do not know how their legal system works over there.

I suggest, do it in the summer, choose a gorgeous back garden... preferably a friends or family! Get a wooden cut arch for the vows to take place under, white wooden chairs for the guests to sit on!
Have one bridesmaid/bestman... get them to wear there own suit/dress! As long as the bride agress!
Have the party under a marquee! In the summer it'll be beautilful.
Can do all at extrememly low costs!
